#PPWR: PPWR is now in force. What does it mean for your packaging?

On 12 August 2026, the PPWR (Packaging and Packaging Waste Regulation) entered into application. This marks the point at which PPWR is no longer simply something to monitor, but has become part of everyday business reality. PPWR affects much more than the appearance or construction of packaging. It also introduces new requirements concerning materials, technical documentation, conformity assessment, information shared throughout the supply chain and the responsibilities of individual market participants.

What is changing now?

One important aspect of the regulation concerns requirements relating to substances present in packaging. From 12 August 2026, certain restrictions on PFAS in packaging intended to come into contact with food also apply. At the same time, further requirements concerning packaging design, recyclability and labelling will come into effect over the coming years. For example, harmonised labelling concerning material composition is scheduled to apply from 12 August 2028, subject to the conditions set out in the regulation.

What about documentation and the declaration of conformity?

PPWR provides for a packaging conformity assessment procedure and requires technical documentation to be prepared. Once conformity has been demonstrated, the manufacturer draws up an EU Declaration of Conformity. The regulation also states that suppliers of packaging and packaging materials must provide the manufacturer with the information and documentation necessary to demonstrate conformity. This means that access to reliable data on the materials and technologies used to produce packaging is becoming even more important.
